Apparently, it is a common convention for clocks to show this time in pictures, because it is aesthetically pleasing, doesn’t obscure logos and other clock face features, and seems random enough to be authentic. Interestingly, this convention has even carried over to digital clocks as well, which often have “10:09” shown in the picture on the box.
This clock, on the wall of a shop in Shinjuku, was obviously dead (it wasn’t 10:09 when I took the photo), or perhaps it has no movement and is purely ornamental. The combination of lighting in the shop makes a nice warm-to-cool gradient on the wall. I think it looks better in the photo than it did in real life!
